Short Answer
ORP and free chlorine are not the same measurement. ORP measures oxidation-reduction potential, typically in millivolts. Free chlorine testing measures the concentration of available chlorine, typically in ppm or mg/L.
Chlorine affects ORP, so the two values are related. But an ORP number does not directly measure a specific free-chlorine ppm. Both measurements show up in commercial pool monitoring, and treating them as interchangeable creates bad decisions.
What ORP Measures
ORP describes the tendency of the water to participate in oxidation-reduction reactions. In pool operations, it is often used as a control signal because sanitizer conditions influence the reading.
ORP is useful precisely because it responds to the chemical environment. But that also means the number reflects more than a simple chlorine concentration.
What Free Chlorine Measures
Free chlorine is a concentration measurement. It tells the operator how much chlorine is present in forms considered available for disinfection under the testing method.
When an operator says the pool has 2 ppm free chlorine, that is a different kind of statement from saying the ORP is 720 mV.
Why the Numbers Do Not Convert Directly
There is no universal ORP-to-ppm conversion chart that lets an operator take any ORP reading and reliably calculate free chlorine ppm across all pool conditions.
The relationship is affected by chemistry and operating conditions. pH is especially important because it changes chlorine speciation and can influence ORP response. Other factors can also affect the electrochemical environment.
Why Commercial Controllers Use ORP
ORP can be measured continuously with an electrode and can provide a responsive signal for automated chemical-control systems. That makes it operationally useful even though it is not a direct ppm measurement.
The right conclusion is not that ORP is “bad.” It is that operators should use it for the information it actually provides.
Why Operators Still Test Free Chlorine
Commercial-pool operating guidance and model codes commonly refer to direct disinfectant testing in addition to in-line ORP readings. The 2024 MAHC model code, for example, includes DPD free-chlorine testing provisions and separately addresses recording in-line ORP readings.

Example
Suppose two pools both show 720 mV ORP. It does not follow that they necessarily have identical free-chlorine ppm. Likewise, two pools with the same free-chlorine concentration may not always produce identical ORP readings.
The chemistry context matters.
ORP, pH and Chlorine Chemistry
As pH changes, the balance between hypochlorous acid and hypochlorite changes. This affects chlorine’s disinfection chemistry and can influence ORP.
That is one reason a strong ORP value should not be interpreted in isolation from pH and direct disinfectant testing.
