Short Answer
No. ORP does not directly measure free-chlorine concentration. ORP measures oxidation-reduction potential in millivolts.
Chlorine affects ORP, which is why ORP is useful in pool control systems. But the ORP value is not a direct ppm reading. In commercial pool monitoring, ORP and direct chlorine tests play different roles.
Why People Confuse ORP With Chlorine
Many commercial chemical controllers use ORP as part of sanitizer control. When chlorine feed changes, ORP often changes too. That relationship can make it feel as though the ORP probe is a chlorine probe.

What a Free-Chlorine Test Does
A free-chlorine test is designed to determine chlorine concentration. Reagent methods such as DPD-based testing produce a result reported in ppm or mg/L.

Why ORP Cannot Be Reliably Converted to PPM
A single universal ORP-to-ppm conversion would require the relationship to remain fixed. It does not. pH and other chemistry conditions can change the ORP response.
That means a controller can use ORP as a useful signal without the number being a direct chlorine concentration.
What the MAHC Distinction Shows
The 2024 Model Aquatic Health Code separately discusses direct disinfectant testing and in-line ORP readings. In the model language, ORP readings are recorded alongside DPD free-chlorine or bromine and pH tests rather than being treated as the same measurement.
Local requirements vary, but the measurement distinction is technically important.
When ORP Is Useful
ORP is useful for continuous monitoring, trend information, and automated control. It can help a chemical controller respond to changing oxidation conditions.
The mistake is not using ORP. The mistake is describing it as though it directly reports free-chlorine ppm.
